What Is a LOMA?

A Letter of Map Amendment (LOMA) is an official determination issued by the Federal Emergency Management Agency (FEMA) regarding whether a property or structure is located within the Special Flood Hazard Area shown on a FEMA Flood Insurance Rate Map (FIRM).

In some cases, a property or structure may appear to fall within a designated flood zone even though its actual natural ground elevation is above the applicable FEMA Base Flood Elevation (BFE). When appropriate, a property owner may submit documentation to FEMA requesting a formal determination.

If FEMA approves the request, a LOMA may establish that the property or structure is not located within the Special Flood Hazard Area as currently mapped.
